President Donald Trump announced on Truth Social that the United States will begin imposing 100% tariffs on imports from China starting Nov. 1, measures that will stack on duties already in place. He also said the U.S. will impose export controls on critical software the same day, without providing further technical details.
The move is presented as a response to China’s Ministry of Commerce, which said it will introduce export restrictions on rare‑earth‑related goods and technology — including manufacturing equipment, lithium batteries and graphite anode materials — effective Nov. 8. Those materials and systems are key inputs for electric vehicles, battery manufacturing and many high‑tech supply chains.
The actions reopen a trade dispute that had eased during a 90‑day tariff pause extended to Nov. 10. Earlier this year, U.S. duties were raised to as much as 145% and negotiators from both countries met repeatedly; a near‑term agreement now appears unlikely, and a planned APEC meeting between the two leaders was called into question.
For manufacturers and suppliers, simultaneous export controls and sharply higher duties would complicate sourcing, increase costs, and add legal and logistical risks for cross‑border technology and materials flows.
