Tactical Resources advances a Nasdaq-bound business combination to grow U.S. rare-earth supply amid China’s >80% market dominance.

Tactical Resources, a mineral exploration and development company focused on U.S.-sourced rare earth elements (REEs), is advancing corporate and financing steps to scale domestic supply for semiconductors, advanced robotics, electric vehicles and defense systems.

The company highlights a concentrated global market—China produces more than 80% of REEs—creating strategic risk for technologies that depend on permanent magnets, phosphors and specialized alloys. Tactical Resources says it will pursue discovery, recovery and upstream processing to shorten and secure North American supply chains.

Recent corporate milestones include shareholder approval of an arrangement with Plum Acquisition Corp. III on December 16, 2025, effectiveness of a related registration statement on December 1, 2025, and a share consolidation announced December 3, 2025. The company trades as TSX.V: RARE and OTC: USRED and aims to access Nasdaq capital and liquidity via the planned business combination.

Analysts note the technical and economic challenges ahead: REE extraction, separation chemistry, processing scale-up and permitting all require significant investment. If successful, the transaction and development program could help diversify sources for critical REEs and support domestic manufacturing capacity for next-generation technologies.
