China Expands Controls on Rare Earths Exports

China tightened export and technology controls on rare earths, citing national security and raising supply concerns ahead of US‑China talks.

China has outlined broader export controls on rare earths and related technologies, requiring foreign firms to obtain special approval even for items containing small traces of China‑sourced elements.

The Commerce Ministry said new permitting will cover technologies tied to rare‑earth mining, smelting, recycling and magnet‑making. Officials framed the measures as steps to safeguard national security and curb transfers of materials and know‑how that could be used in military or other sensitive applications.

Beijing dominates global supply chains for these materials, accounting for nearly 70% of mining and about 90% of processing. Rare earths are essential for jet engines, radar, electric motors, magnets and many consumer electronics, so tighter controls risk disrupting manufacturers abroad.

Details on how China will enforce the rules overseas were not provided. The move follows earlier curbs in April on several elements and comes just weeks before an expected meeting between President Trump and Chinese leader Xi Jinping at the Asia‑Pacific Economic Cooperation forum.

Analysts say rare earths will remain a central negotiating lever between Washington and Beijing, increasing uncertainty for global supply chains until clearer export procedures and enforcement practices emerge.
